Financing
The Local Groups of Civil Protection Volunteers are integrated into the emergency management scheme of the municipalities. They depend, as the maximum responsible, of the Mayor of the locality and fit functionally in the Local Service of Civil Protection or, in his defect, in the municipal unit that assumes the citizen protection. Therefore, as a dependent organ of the Local Administration, the municipal budgets must cover the needs of the same.
However, given that these groups are humanitarian and altruistic organizations, the relationship of volunteers with the municipality is understood as free, selfless and benevolent collaboration, based solely on humanitarian sentiments, social solidarity and good neighborliness; not maintaining, therefore, any relationship of labor or administrative nature. However, the expenses of training and equipping the volunteer will be borne by the corresponding Public Administration.
